CITFL Rules 2007 1. Commissioner: The elected commissioner will be responsible for collecting money, tabulating and posting weekly scores, settling any disputes and overall management of the league. The commissioner will use these rules and regulations as a guide for dispute resolution. An Assistant Commissioner will be elected to help the commissioner and to handle any disputes that may involve the Commissioner (if a team owner). Commissioner is Adam Brody x7668, the Assistant Commissioner is Tom Moore at x7872.
2. Owning a team: Team owners must pay $40 to the commissioner on or prior to draft day. Owners' Responsibility Code Every team owner is responsible for maintaining a competitive roster and a current lineup throughout the season.
A competitive roster MUST contain enough healthy or active players to field the leagues mandatory lineup minimums (1 QB; 1/3 RB's; 1/3 WR's; 1 TE; 1 K; and 1 ST/DEF) for any given week. If a team has players on injured reserve (IR) and/or players on bye, and as a result is unable to field the league's mandatory lineup minimum, that owner MUST acquire a free agent player or complete a trade, under the current league guidelines, to field a full lineup for that week. The only exceptions to these guidelines are as follows:
* If a team is mathematically eliminated from the play-off's, then the team is allowed to fill the roster spot needed to field the leagues mandatory lineup minimums at no actual monetary cost, however, they will still be required to bid CITFL Dollars for the requested free agent.
* If a team is four games or more below .500 after week 8 of the season, then the team is allowed to fill the roster spot needed to field the leagues mandatory lineup minimums at no actual monetary cost, however, they will still be required to bid CITFL Dollars for the requested free agent.
While our stakes are moderate, there is still money involved and our membership is competitive. Owners of out of contention teams are encouraged to respect their fellow owners by fielding a competitive lineup. Please work to avoid the appearance of tanking games or throwing in the towel. Think of this as the golden rule of fantasy football. If you needed help to make the play-offs, how would you feel if you saw injured or inferior players in the lineup you needed to prevail?
3. Team Rosters. Each team will consist of the following players: 2 Defenses/Special Teams It is the responsibility of each owner to maintain these minimum roster levels. If any trade or free agent pick up causes a roster to be invalid that trade or free agent pickup will be reversed. ** NO MORE THAN 18 REGULAR PLAYERS ON AN ROSTER AT ANY TIME ** 4. Season: The season will consist of 14 games to be played weekly. Weeks 15/16 of the NFL regular season will be FFL playoff weeks. Week 16 of the NFL season will be the CITFL Super Bowl.
5. Play-Offs: The top 4 teams will qualify for the play-offs. The best two records will split the trade money. Game 1: 1st Place vs. 4th Place Game 2: 2nd Place vs. 3rd Place Championship: Game 1 Playoff Winner vs. Game 2 Playoff Winner Third Place: Game 1 Loser vs. Game 2 Loser Tie Breakers Regular Season: Head to Head record (2 teams only) Head-to-head Fantasy points scored (two teams only). Post Season: Total team score - Starting and Bench players Highest scoring starting player Highest scoring bench player Loser of the Super Bowl will receive 2nd place. $210 - 1st Place $115 - 2nd Place $ 70 - Team of the Week $5 (High Scorer) $ 5 - Draft supplies (board and labels) and trophy engraving
Free Agent/Trade Funds - Split between the 2 best regular season records 7. Starting Lineups: Every team owner is responsible for maintaining a current lineup each week. This is done by posting your lineup selections to the league web site. Lineups and amendments to lineups must be submitted prior to kickoff for each your player's games for that week. After you have submitted your lineup, it can be amended on line until five minutes prior to kickoff for each player's game. (i. e. For weeks with Thursday games, your players involved in those games must be in your lineup prior to their Thursday kickoff. After kickoff, a player selection is locked in and can not be changed. The rest of your lineup positions may be changed up until kickoff for Sunday's early games. Players in the Sunday late games, evening game and the Monday night game are locked once the Sunday early games begin.)
A warning to procrastinators: the league will not modify lineups due to slow server problems with heavy internet traffic. Each owner is responsible for knowing the kickoff time/lineup deadlines for their players each week. If a lineup is not submitted on time, the previous week's lineup will be used. The Commissioner is empowered to amend the lineups and rosters of team owners who are out of contention (not possible to finish at .500) and have not submitted a current lineup if it is in the best interest of the competitiveness of the league. Lineups will be posted on the league web site upon submission.
Starting Lineups will consist of the following: 2 - Any combination of Running Backs or Wide Receivers NOTE: Beware of bye weeks of your players….. No changes will be made to rosters after the deadline except as noted above by the commissioner. The commissioner cannot cause a roster to be illegal.

9. Free Agents and Player Trading: The cost of free agent pickups will be $1 per player. Team to team trades are free. Each team will be awarded $500 "CITFL" money to bid for Free Agents. Acquisition requests for the same player from several owners shall be awarded to the owner with the highest bid amount. If duplicate bid amounts are received the following tie-breaker rules apply...

Trades may be made between owners from the day of the draft until the trading deadline. The weekly trading deadline is Wednesday by 5:00 P.M. All trades are subject to approval by the Commissioner. Commissioner's rulings may be appealed to the League Advisory/Rules Board (4 other team owners). The board's four votes can overrule commissioner's decisions.
Trade judgment criteria: The purpose of a trade is to improve each team's weekly scoring potential. Unbalanced trades (A trade that potentially benefits one team more then the other) may be overruled. Unbalanced trades will not always be overruled, provided there is evidence that the stated purpose is served for all parties. In other words, a stronger team is allowed to overpay if their post-trade lineup is perceived by the Commissioner to be strengthened. Judging equal value is not a primary criteria. Examples of unbalanced or potentially suspect transactions:
* Trades that involve damaged goods: OK if both parties must accept and understand the injury status. * "Temporary" trades made to maneuver around bye week deficiencies are strongly discouraged and not in the competitive spirit of the league. * Trades that have the appearance of collusion, "surrender" or diving. The commissioner will issue a Trade/Free Agent report every Friday listing player movement and winning bid amounts. No trades or Free Agent requests will be accepted after Week 10.
10. League Advisory/Rules Board: The purpose of the League Advisory/Rules Board is two-fold: 1) Act as a screening process for new rule proposals; 2) Provide quick resolution of questions of rule interpretation during the season.
The board will be comprised of 4 League members (to be selected during the draft). The Commissioner will act as the Rules Regulator. The function of the Commissioner, with regard to league rules, is primarily administrative: receiving questions of rule interpretation and new rule proposals and forwarding them to the members of the board for review and decision. The Commissioner has no vote on matters before the board, except in cases of rule interpretation in which a 2-2 tie must be broken (similar to the role of the Vice President in the U.S. Senate).
Rule Interpretation:
* Questions for which the League's current rules do not provide an explicit answer will be put before the RC for decision. A decision by the becomes becomes the status quo of the entire League. Decisions which require the tie-breaking vote of the Commissioner will automatically be submitted for League wide vote. In the case of a League wide vote, the final approval must have be made by a majority of owners (6). If an owner does not reply or abstains from voting, that action will be counted as a "no" vote.
New Rule Proposals:
Proposals for either creation of a new rule or a change in the current rules should be emailed to the Commissioner, for forwarding to the board for consideration. If a proposal is approved by at least 2 members of the board, it will automatically be presented to the entire League for a vote, with final approval requiring the vote of a majority (6) of the League's owners.
New Rule Proposals submitted to the entire league for approval during the season, will also require a
Yes\No vote whether to adopt the rule immediately (effecting all FUTURE games during the season). New Rules that are approved by League wide vote will go into effect the following season, unless the League vote dictates otherwise.
If the board rejects a proposal (by either 3-1 or 4-0 votes), then the proposal will NOT be presented for League wide consideration.
Proposals that are rejected (either by the board or by League wide vote) may not be proposed again until the following season.
